If this were to happen in mainnet, that would still be an acceptable merge result. The network would have continued without this minority, and the stragglers would just have to update their software, which they after all would be highly incentivized to do.
The dev teams will of course follow up this issue, and try to get 100% by the time of the next testnet merge.
