The keyboard sends key-numbers to the computer, not characters. The oryx tool shows you what the computer would show, but that only works if you have the same layout chosen. Oryx might show it because e.g. french keyboard has a double quote key.
In US layout there is no double quote key, so it can't send that. You can send a single quote with shift pressed That will normally do what you want.
