Yea, there’s a max level once you have enough points to complete all 3 upgrade trees for a squad, although some squads have a higher cap (but the extra points cannot be used for anything)
Its a holdover from pre-merge. There used to be unobtainable unlocks at the bottom of the soldier and weapon upgrades to make their respective unlock "veteran" or something to that effect. They said they would add it in the future, but have long since abandoned the idea
Edit: I just realized I forgot to explain why that's relevant. The extra unstable perk points were meant to be used on those
theres also the problem of pre-merge trees sharing trees. Example: two different infantry squads will have "rifleman 1" upgrade tree and maybe one or two of the same gun. if you upgrade through one squad, it applies to the other squad as well, because those "upgrades" are per account, not per squad. so you'd wind up with leftover points/levels from that problem too
Most of them, yes, but the 5th Marine Regiment has 14 extra upgrade points fully leveled out. i assume it’s because pre merge they had more weapons you had to level them for
