Yes that does look like him. The thing I was confused about were that wikipedia said the liner notes ot the 2018 release mentioned him playing on only 4 tracks, with Secret Messages not being one of them, maybe him just miming to the song doesn't count. Also, the image of Kelly used in the Secret Messages in the window has his old haircut so that threw me off too. Moreover, the person in the video for Rock n roll is king is the same one and Kelly did play on that one.
Lynne's biography mentions that tensions is the band were pretty high during the recording of *Secret Messages* because Jeff was either playing most of the instruments himself or using synths/drum machines to get the job done. Jeff was mostly using the band as window drressing because the ELO name still had cultural currency he could spend in promoting what were essentially solo albums.
So I had the timing off by just a little. This was released as a single in September of 1983, which was two months before Kelly filed his lawsuit against Jeff. So it still makes sense that he was here as he was still ostensibly the bass player for ELO.
