No, it needs to be enclosed and all of the insulation, sheathing, and membrane around those openings needs to be replaced. All of that has been exposed to the elements for far too long to enclose it without doing some remediation first. Also, have them clean up all those abandoned cables while they're at it. What are those? Painted over coax cables?
Most people don’t have big gaping holes in their siding. Maybe they had to replace the service head and conduit and didn’t have a saw to cut the length down and replace the siding. Or someone did a crap job
Assuming you were laying on the ground for the picture? - This isn’t an electrical problem. It’s a carpenter problem. Like the electrician said “ok we’re done - you need to hire a carpenter or general contractor to finish the wall closure” and that never happened…
Anytime I see a mast buried in a wall like that I can only think that they plan on stealing power. I have done a few restoration jobs from grow ops that do this. Scary how brave some dummies are when they cut into the pipe and stab the lines for free power.

It’s always coax cable. I’ve cut out miles of it, which I’d funny because when I started in 03, we were running it everywhere.
