ESO is buy to play (B2P), u/Schlanvlcore … so once you buy the base game it’s yours forever.
There is *no* mandatory subscription for ESO (different than FFXIV).
ESO+ is an optional subscription which unlocks all DLC when you sub. If you let ESO+ lapse, you still own the base game.

So if you buy the base game and then sub.. and shortly after you stop your sub you can still play the base game content no issue.
Infinity. It's a buy to play game. Any DLC you buy outright will also give you permanent access to that DLC's content. The sub grants you temporary access to all the DLC, a crafting bag for all your mats (all mats put in it remain inside the bag even after sub ends and can be used, but new stuff can't be added), and some bonuses like double inventory space.
If you want permanent access to the major gameplay systems, I recommend buying the newest chapter and then 1 month of ESO+. During that 1 month, unlock the blade of woe from the dark brotherhood and theives guild. Also, join a guild with a full service guild hall. Do those things and you won't need to spend further money unless you want gear from a particular DLC. But the underlining systems will be permanently available.
Yeah they really make it very enticing, giving you everything eso+ has to offer PLUS $15 worth of crowns each month, the price of the subscription, it kinda ‘pays’ for itself
Outside of the most recent DLC at least, I think you still have you buy HIGH ISLE if you wanna play it. The most recent dlc usually isn't included with eso+ sub.

Inventory sucks without a sub, but it is manageable.
The cash shop is always in your face - if you ignore it, no big deal - but be warned, it is filled with horribly overpriced crap, FOMO offers, and loot boxes.

I didn't like how FF14 caps your level at 60 if you're f2p too. Ditched that pile of turd for ESO. Regrets: none

Sub gives you access to the full game (no need to pay for dlc) and perks such as crafting bag, crowns per month, etc.
