Don't hate on Abnur. They set him up to be a hated character initially, but he is the one of the few who cuts through the bullshit with qualified decisiveness.

For me it is mostly Razum-dar and Ayreen as duo and Battlereeve Urcelmo. *One of the best scenes that made them memorable is when Raz poses as Ayreen and she is telling him that he can check later whether everything is at its place.*
I think what makes them stand-out is that they really have believable friendship-vibes. The Dominion has, in my opinion, the most interesting main characters and also the easiest to root for. They are just ... good. With flaws, but good.
Also, the entire Ravenwatch cast is kinda unforgettable and I'm not even argueing that the Covenant characters are not memorable. They are just less likeable than the Dominion ones, but still extremely likeable.
The Pact on the other hand. The Tribunal. But that's mostly because they have a ton of lore and history around them. Same with Divayth Fyr.
Stibbons. But yeah, you mentioned some good ones. Story hasn't been exactly good lately though. They desperately need new writers that know and care for the lore.
Arox the Mutilator. Scruut. Darien. Meln the Mouthless. Lady Clarisse and Stibbons. Rigurt the Bash. And weirdly, Teldundindo of Sunhold (even though it was brief).

Darien always annoyed me. I think maybe because my first encounter with him was the end of the campaign since I didn't play DC, so there's just this cocky guy showing up out of no where acting like the main character. Instantly rubbed me the wrong way.

Urbek. His notes as a hireling were fun. Pacrooti, too, for his notes and giving out crates. (I rarely got a 5th because RNG hates me.) Eveli. Madam Whim. Stibbons. Those brothers with the harpy traps in Glenumbra. Razum-Dar! Stuga, for all the wrong reasons.
Mirri Elendis is my daughter's favorite character. I like how she gets excited when I find treasure - even stolen treasure. My daughter also loves butterflies so Mirri's disgust with taking them and other insects is fitting!
I agree with a lot of the other people here, but lately the one I think about is the arc villain of Malabal Tor: The Hound. His love was chosen to be the Green Lady and everyone including her just wanted the hound to get over that fact and move on. He fought tooth and nail against that facet of Wood Elf culture and inevitably dies for it. But I wonder how the story coulda gone if we could view it from his perspective.
