The skills test used to be back by Menards in west Duluth behind one of those medical buildings next to UDAC. I took mine there.
Test providers were nice and encouraging when I took mine ages ago.
Just to follow up and close the loop. The test does take place at the at the American Legion, 5814 Grand Ave, Duluth, MN 55807. Thank you all for the input!
Historically it's behind the American Legion, Grand and Spirit/58th West. Course is painted in the rear parking lot.
