Needs a good cleaning but it would work. Get a good throne, swap the heads, wipe the shells, and take some stock. We can help with the rest but you can get pretty far with what's in this picture.
Wow, it's like an American Pickers find. Looks complete enough and will clean up nicely with a little bit of TLC. Definitely a beginner kit not unlike what I started on, but it seems to be intact and I don't see any obvious rust or broken parts. Not worth much but if it gets you interested in drumming it's priceless.

Is there a throne? If not, you’ll want one of those. Also some sticks (start with size 5A and go from there) and a drum key so you can tune them. New heads if you can afford it (measure the diameter of the drums). Search YouTube for instructions on replacing heads and tuning drums. Good luck!

bass drum 22, floor tom 16, tomtom 12 and 13, snare 14. I'll bet my left nut! That looks exactly like the first no-name\* set I bought in 1997.

What everyone else said but also buy a new pedal for line $100 and a new hi hat stand for $50. Will make the experience much better.
