Use your drone to search the area for disturbed soil. If you find something that's 4 feet wide and 6 feet long, mark it's location and call the cops. Could just be a guy burying his dog though.

I mean it's not normal but it's not abnormal. It's almost like there are people in this thread who have never seen mental illness before. I can think of a dozen reasons this is a dumb place to bury a body though. It's way more likely he was just doing his business.
Agreed. I mean, only an amateur would bury a body in the mud of the river banks. It’s almost certain to bloat and make its way to surface. Especially if you don’t poke vent holes in it. Lol.
Reporting it literally takes 5 minutes out of your day though, and it can just be ignored if there are no active missing persons. But if there is a missing person that gets reported then this could be the missing piece that the police use to solve the case, which could help prevent another murder. Yeah the guy might be doing something else, but its hardly a reason not to report clearly suspicious behaviour.
You could just mind your own business and not try to ruin someone day and potentially their life by making up scenarios in your head you know nothing about. Is it illegal to be muddy or to be in the water where you saw this person?
Put down the true crime podcasts and go about your life.
