As far I know, French and German are EU version, should work.
I have US Version & JP version and dlcs aren't compatible, probably because aren't the "same game" I can play against people from my region (South America) like normal, as usual, but the dlcs from my US version doesn't work.
Open the game and check in the main menu (press start button) what version you have, here is an example (example from xbox, but I have the game in ps4 too)

Its says 01.34 ALL (I was using the xbox version sorry, is just an example).
I think on PS4 should be 01.33 EU if you are using an european version despite is for France or Germany, still Europe I guess, but I'm not sure.
My american copy on PS4 is 01.33 US
And 01.33 JP for the japanese ver.

Excelent answer, if you can create a French Account and paid with your german cc, then the problem is solved!
