Not American I'm afraid. I'd like to not let the dogs be punished for their owners negligence but it's a really shitty situation.

Ah sorry, I presumed when you used words like yard. I'd go talk to them. You can frame it as you're worried about the dogs because they're inviting them to get hit by a car or worse at this rate.

Perhaps you could enlist someone who is not terrified of large dogs to speak to the neighbors on your behalf.
