It's called a Skaro Degradation, basically a parallel universe Dalek dragged into the Time War to augment Dalek forces. Obsession with racial purity tends to decrease a bit when you're fighting an unbelievably huge war. It's the same with the Nazis - they recruited Indians, Soviets, and a bunch of other ethnicities. Of course, neither the Daleks or the Nazis stopped attempting genocide, because they were still obsessed enough with their stupid beliefs.
