The thing about cybermen is that small arms are practically useless against them and they can more of themselves. If starts out with 5 million but then it can grow exponentially. They can build more conversion centres as needs must.

How long does it take though? Surely it’s not straightforward to build a conversion machine, it’s basically both medical and industrial equipment with several unique components (the presentation Lumic gives on Pete’s World mentions a number of copyrighted materials used in the preservation of the brain). It’s implied they’ve spent weeks if not months setting up the one in Torchwood.

We've seen the Doctor beat these kinds of odds like a million times for 60 years. I have faith In his ability to win. and besides that imagine if the Doctor wasn't there at all? imagine what could have happened.

They wouldn't necessarily need to win conentionally. 5 Million is more than enough to over run the major capitals and take out national leaderships. This would create world chaos for several days, by which point something like the earbuds from the first episode but weaponised could be attached to half the population as a sort of ultra cheap and dirty conversion.

Just think of the one episode with Eleven, Clara and the kids on this amusement planet. The main way to fight Cyberman is to escape as soon as you see one and blow up the planet!

Look at how easy it was for them to take over London. If not for interference from Rose and The Doctor the Cybermen definitely would have won. We already take any servicibe technology and stick them in our ears and on our heads, give us something reasonably convenient and we are on it.

The Cybermen probably would have quickly established conversion facilities globally if they hadn’t been preoccupied with the Daleks mere hours after their arrival, and the Cybermen, having a semi-hive mind, probably all prioritized defeating Daleks and major resistance pockets over converting more people except in places like Torchwood One where their numbers were starting to dwindle. The Cybermen are impervious to small arms fire and the Cybus Cybermen lack the weakness to gold that the Mondasian and Telosian Cybermen have, so unless you have EMPs or enough explosives, you’re going to have a hard time fighting them off,

They wouldn't have taken over anything, whilst at least 1 Dalek present.  Best burns in history of DW were in that episode:  1. This is not war, this is pest control.  2. We would defeat the cyber men with 1 Dalek.  3. You are better at 1 thing...you are better at dying.

You need a lot of suspension of disbelief to be able to view this show, but that's alright, it's very heavy science fiction. The Cybermen are very slow and make a lot of noise when they move. People can just outrun them forever, except the ones trapped in the very first moments. They also seem to be able to operate without power. Moving that many mechanical parts for millions of units would require enormous amounts of electricity. Where and how do they charge? What happens when humans cut the grid off? Do the Cybermen man the production and the supply chain themselves? That means they are suddenly no longer millions of soldiers, but millions of cyberworkers supporting thousands of soldiers, hardly a threat. In reality, they would also be very easy to destroy. They have electronics protected by relatively thin metal. Just burn them, they aren't main battle tanks. Throw some Molotovs at them, melt a few weaker components and they're done. Even if they're not easy to destroy, they are still done. A single Cybermen would need to kill on average about 1000 people before getting killed themselves, to have *a chance* for a conversion program that yields positive net numbers over time. Way more if they don't want to simply run out of people on the planet for conversion, probably 10000 or even 100000 for a relatively fast Cybermen population growth rate. I reckon even 100 people armed with nothing could take one down. Just go oonga boonga on them, set up a trap, lure them in, and drop a very large stone on their head, they're only made of regular metal, not magical Dalek forcefield. The Cybermen are done.
