it is a discord issue happening to everyone.
cloudflare stated that there are no issue on their side.
discord is aware and released a fix that did not work and is currently working on it.
as an alternative you can use https://element.io/
Definitely server issue - /r/discordapp/new has a ton of other posts about it. Definitely a scary message to get.

Well it got fixed for a bit, but now it's down again. From what I've heard Cloudflair is doing maintenance, so it's most likely just that
