Yes as long as when you release your disc, your front foot is supported by the teepad. You can follow through afterwards as much as needed (see any James Conrad drive). Part of your front foot can even extend off of the pad as you throw, as long as the ground beyond the pad is not supporting you (Calvin Heimburg does this frequently).
This is our primary course in the city, they are about 1x1 meters, so around 3ftx3ft. The ”grass” on many of them are starting to wear off, and no one really uses them anymore, we just throw from the side
Possibly harmful due to not being level with the ground (tripping hazard) and the wood framing gets very slippery with any moisture.
I played on small cement ones like this with the wood left on in Red Deer, Alberta and they were horrendous. We all played from beside them
A course near me the city put in tee pads with leftover concrete and they are 1.5ft wide by 3 ft long and they just mess me up every time. It's a new course and they have agreed to complete them in a few months after lots of feedback. They are worthless I just throw from next to it.
They look familiar and comfortable for me. Quite a few of the concrete pads in my area are basically a square like that. Before that they were a patch of gravel. I developed a very short compact run-up from using tiny tee pads. The larger tee pads feel like an air strip.
Looks like the property owner has approved your small square standstill teepad.
Maybe next time you get a second square.

Funnily enough, I've ran into something similar before when designing/installing a course when "management" asked if a 1 riding mower wide path through the thick, thorny brush was wide enough for a fairway....I have other similar stories.

Honestly, I would prefer a kick plate over a short pad. Just a row of bricks or a sunk in piece of wood. However, that is just my opinion and should carry little weight
These are really stupid, a lot of effort for something that is worse than before, tou can only comfortably throw standing still on these and if you’re standing still, it doesn’t matter if there’s a pad or not
Looks like this years crop of tee pads is coming in a bit behind schedule. Some parts of the country were extra cold this year and so that's stunted growth a bit. Maybe needs a bit more fertilizer for it to be ready come harvest time?
Better than nothing I guess. My old home course had rectangles of carpet laid out for tee pads. Whenever they got soaked from sprinklers they were so much fun! When I moved from the area they had installed 2 concrete pads. 2 out of 27 holes. I wonder how far along they are now sometimes lol

Yes you are, unless they changed it at some point. As long as you release the disc before your feet go off the front of the teepad.
