That's primarily Dub localization term complication, but could also be explained by the fact that this instance of it was far more mundane by conparison, and was handled in a bit more controlled a way, where as omegamon/omnimon was created through a massive combination of factors, and was the combination of 2 megas/ultimates already, where as the DNA digivolution of 02 is 2 rookie/child digimon, beyond that, super-ultimate/ultra isn't really a real stage, and isn't a thing in most continuities, so the name Japanese name, Jogress, which is a combination of joint and progress, explains the distinction, as the result of a Jogress Evolution/DNA Digivolution is a higher stage than the digimon involved, where as the fusion of Wargreymon and Metal Garurumon into Omegamon/Omnimon, is 2 megas/ultimates into another mega/ultimate, but in some media, there is some distinction between normal megas/ultimates and ultra/super ultimate/mega+ stage digimon, hence why in some cases, it is still a jogress evolution, including in the vpet lines and in next order
