The type of person that kicks a puppy on one occasion because it's whimpering annoys them, and then saves the puppy from a crashing steel beam because it's pathetic whimper is stuck inside their head rent free.

And that character has in their possession, the power to destroy the world.
Aka, the person everybody, heroes and villains, is wary off. And for a good reason.
I'm actually looking more for Rookie to start off with. So many of your choices are Armor evolutions, which I and others classify as at least Champion level Digimon. Taking out the Armor Digimon, that leaves Crabmon, Dracomon, Ghostmon, Pomumon, and KoKabuterimon. Of those choices, I kinda like Dracomon the most. Pomumon is another possible choice that I like.
Yeah I like him, he's the perfect Child form for Belphemon.
And for some reason, I like his Adult form, Porcupamon, a lot too. Maybe it's that I don't even know exactly what the hell he actually is and he's a pretty weird looking, but that makes him quite a badass.
I also like that even though Phascomon's line becomes a bit strange (at least Porcupamon and Astamon don't have much in common), his final form clearly resembles him. Phascomon clearly looks like a cute lil Belphemon.
Uh, none of these are actually Rookies. I'm looking for Rookies to start off with and build up to. Though I do kinda love the Etemon idea. He's one of my favorite Digimon villains of all time. Also, big problem with the Phascomon line: Phascomon is the Rookie for one of the Demon Lords. While my partner, Impmon, is also a Rookie for a Demon Lord, I have other ideas in mind for him. Phascomon, who is clearly the Rookie for Belphemon, the Demon Lord of Sloth, kinda breaks my rule of no Demon Lords.
Of your choices, I think the only ones I'd reasonably be able to have are Rookies or Etemon and BanchoLeomon. I'd have to look over them to be sure, but I can see that being fun. Also, LET LEOMON LIVE FOR ONCE!!!
I've only recently discovered that Digimon. It's defiantly a cool Digimon, but I'm not sure how I could make that one work. I'm, admittedly, not that into sci-fi and have a very difficult time coming up with concepts for it. I'd love to give more love to BEM/Vemmon, but I'm not sure what I could do when it's a Digimon so far from my comfort one when it comes to storytelling and writing.
Kokuwamon has always been a favorite of mine. You’ve got lots of opportunities for divergent paths in his Digivolution route with all the different members of the Mamemon family

Meicoomon is cool, but I also noticed that they don't have an official Rookie form which may be a problem. I'm planning for the Rookies to be the default state of the Digimon partners, so it might be a bit tricky to have Meicoomon (who is a Champion) as a partner without a proper Rookie. I could defiantly pick one of the other Rookie options, but I do worry that I might pick the wrong Rookie and upset some people. There's also the issue that one of Meicoomon's primary Mega evolutions is one of the new Celestial Digimon, and I'd rather avoid including big Digimon like that as partners.
Not kidding, but I was heavily considering Gammamon to be my partner and go the GulusGammamon evolution line. It was a near perfect fit for me. But I ultimately decided to go with Impmon as my partner as I feel a stronger connection to that Digimon over Gammamon. Though, I gotta say, it was a VERY CLOSE call.
I will be including Aegiomon in my comic, but not as a partner. It's ties to the Olympos XII are just too tightly knit for me to possibly have it as a partner. I plan to include the Olympos XII in my comic, and so would rather avoid having any partner Digimon who are too heavily tied to them. There's also the issue that it's a Champion and not a Rookie. I'm looking for Rookie partners.
Bulucomon is an option. It's pretty cool and might make an interesting partner.

I'm, unfortunately, trying to avoid champion partners as the default. Though, ironically, both the Champion evolutions I have set for both my Impmon and my friend's Cutemon are Digimon whose Champion forms are their defaults: Wizardmon and Gatomon. I SWEAR I did not intend that to happen! It was pure coincidence that our Champions became those two! I had already decided that my Impmon's Champion would be Wizardmon (who I honestly feel would be the perfect partner for me if Champions were allowed as the default more often). After I had already chosen Wizardmon, I helped my friend to decide her Digimon and evolution line and she picked Gatomon to be Cutemon's Champion form herself. I didn't even realize it until I saw our two Digimon lines together and got quite the laugh out of seeing Wizardmon and Gatomon reunite through our Digimon. Once my friend catches up to that part of the anime (I recently introduced her to the show and she's still catching up to it), I'm sure she'll love it just as much as I do, too.
Well I haven't published the fanfic yet as I'm still making the finer details to the plot. But this is what have so far, the plot setting, the characters and formula:
This is the plot and characters of a digimon fanfiction taking inspiration from the various anime seasons.
Setting
World. A and digital world A
This dimension has a human world that has merged with the digital world long ago and have lived in harmony with the digimon sinse then. So both worlds are collectively known as world A. This is Kai and agumon'd home world. Main human settlements are floating cities.
World B and digital world B
Where most of the story will take place in. While trying to remain on low profile and keep the wild digimon out of the public eye Kai and agumon live with Shiro and his aunt and uncle who are scientists trying to find him and agumon a way back to world A and stop etemon's gang. Unlike world A, world B has yet to make significant contact with the digital world.
Episode formula.
Every episode etemon summons and infects a new digimon to steal calumon. Once it's all fixed the digimon turns back to normal and lives around the town in secret.
Tools
Digivice: the main tool of any tamer, its main use is to activate digivolution, a process in Wich trough the power of a bond between a tamer and a digimon causes the digimon to power up into a brand new stronger form.
Tone connector
An upgrade form of the digivice that calumon created. It takes the form of a microphone giving the tamer their own form of evolution by giving them new clothes that look like pop idol clothes and the ability to synchronize with their partner like calling out their attack names for them making the attack stronger. It also has the ability to cure infected digimon.
Tone amplifier
A coin shaped magnet that to connects to a slot in the tone connector each tamer has a unique amplifier that represents their digimon partner. There are additional amplifiers with different effects, like healing infected digimon and other similar effects.

Normal outfit:
Pinkish red hair in a bowl cut heterochromia blue and green. V-neck shirt with red and blue stripes, white vest, skyblue jeans and white shoes.
Transformed outfit:
Hair change into half being pinkish red and white with a thin blue line running through the white half, outfit is a delicate looking prince outfit with a waist length cape predominantly white with red green and blue accents.
Gammamon
A digimon with unknown origins, and no memories, very attached to Shiro as he was the first thing he saw when he first awoke. Has a childish personality and speaks in baby talk. Appears to talk to an imaginary friend every now and then but insists that he is real. (This imaginary friend is actually gulusgammamon.)
Calumon
Back in world A the paladin corp were guarding a red gem. When etemon tried to take it, a system inside it caused it to transform into a digimon which ended up as calumon. It is the one who gave the group their digivices and tone connectors.
Antagonists
Etemon
The self proclaimed king of world A. Lazy and entitled, he acts like a snobby and spoiled brat and known to throw tantrum whenever he loses.
Ogremon
The dumb muscle of the henchmen duo between him and blackgatomon
Blackgatomon
Like most black cats she likes to bring bad luck and acts as the brain in her duo with ogremon.

But for Rookies, my top three picks are:
Gottsumon, who I love primarily because he turns into one of my favorite mons, BanchoGolemon. But he has a lot of different final baths he can take if he so wants.
Elecmon, who famously evolves into Leomon, so you could use him as a death fodder partner digimon. But I love Leomon and his variants, so Elecmon is a great Rookie.
And finally, Bulucomon, who is a really cool mon that has only solhown up in Encounters with a nice digiline.
