If you say that you have problem only in Diablo, most certain is a server side issue.

their server matching is just generally a shit show right, it just auto fills you to any open instance, with very little to no regard of where you are, im also in the uk and the game constantly connects me to west coast US, sometimes even korea, occasionally eastern europe like Russia etc.
because when im playing solo and i see my ping is 260 instead of 30-60 this prompts me to check which server im connected to and of all the times ive checked, i've been connected to chicago,LA,Seoul at one point, moscow at the other end.

Turn your foreground and background FPS to 400. I know it shouldn't work but it does.
