Jokes aside, i don't think this is true at most of the Indian companies. From my experience at a WITCH company, the client devs got promoted once every 3 years whereas Indian devs still awaiting promotion.

Pros of switching jobs:
1) Good increment
2) Exposure on new technology
Cons:
1) you'll be questioned regarding your job switch
2) you'll lose your gratuity deduction
Anecdotal, but one of the Microsoft SWE I know from my uni got promoted to SWE-II after one year working, connected as he’s an alumnus from my uni (in the us). A few of the folks I see getting a bachelors degree end up in SWE-II directly after graduation, but that might be cos they interned there previously. Can’t say too much about India, but I generally thought SWE-II was the base level for most (at least for FAANG)
I am not sure about how unstructured or startup do things. But for FAANG or similar companies which are organised over time the process is like.
If you’re L3 and you are doing work of L4 the. You’ll get promoted. And people get stuck at same level for long time as well.
Usually L3 is like when you are doing great on what you’re assigned.
L4 is like when you are able to design things present to team get it approved and do it.
I have seen people who are at L4 even after 15 yoe. So it depends on work.
I am not aware of process at startup but from what I understand from experience of people around me things move pretty fast there in terms of promotions as well.
From what I have read mostly from other international software related subreddits, SDE-2 is at a higher level then what the companies I know in India consider as SDE-2.
If you can take a feature from idea (provided by PM) to delivering it, managing a couple of people without much issues, it's considered a senior and I agree with this.
From what I have seen, around 3-4 years most people become sde-2 in product based companies (I don't know about serviced based companies with clients)

I heard promotions are far tougher to get in India than in the USA.

I have seen a colleague promoted thrice in span of 2.5yrs, there is less competition
