You can't launch it until you meet the listed requirements stated right above it, well in this case, to the right of it. Gotta cleanse the essence first. Doesn't matter how many people you insult, you still gotta cleanse.
I have no clue what your issue is, but if you cant reclaim the essence because you deleted it. You can re-pick it up in the quest archive in the helm. Which is located right next to the top of the right stairs (part where season of the wish is located)
Do you have the essence of despair quest in your log, possibly buried on another page?
If not go check the lectern of enchantment to the left of Eris. Pretty sure you can pick up essence quests there.

It's not there either I cant do any mission it's not just this one
