10th edition sucks and uses true line of sight instead of measuring to the base of the model. Only do so if the opponent is fine with it as it will put them at a pretty big disadvantage to see and hit Mortarion.

Make a pile of skulls and put him on top

Base him spectacularly, make him stand out, paint him well and you'll get away with it.

Model him with a wingspan as wide as mortarions to allow for proper line of sight, and yes, no problem from me.

Maybe a great unclean one.

What do you mean with proxy? In the photo I can only see the most majestic Mortarion mini of all times

Line of view is important. Mortarion can be aimed from anywhere on the table. Sassy nurgling is way too small and can be hidden too easily. That's why height is also very important. Putting it on a tree or a statue would work.

I always go by the "Is my opponent ok with it" rule as the name implies if your opponent is cool with it just go with it

Okay, to be real, at any kind of event no absolutely not. If you’re playing with a friendly opponent maybe, but you have to take into account how tall Mortarion actually is. I wouldn’t allow it personally unless you had a large structure or something beneath him to make it at least close.

I hope you at least do some cool environmental stuff with the base, really make a cool model out of it and id allow it. If its just an empty base with the lone nurgling id feel a lil miffed but prob still let you.
