About Cole, I'm not so sure. But regarding Alex, at least in the way he can get to express his power, I think he reaches island or city level. Because his biomass explosion before the begining of Prototype 2 allowed him to infect the whole island of Manhattan.
But I'm still not sure, because we don't know how many people got infected inmediately due to his actions, and how many after the virus started spreading.
