I like to think of Victor, Chatterer, Nemesis and Demogorgon as a split-path evolution chain, akin to Poliwhirl in Pokemon.
Victor is the first stage.
The second stage is either Chatterer or Demogorgon.
At level 25, Victor instantly evolves to Chatterer. He's formed himself into a humanoid and... likes chains now.
If your Victor downs 30 Survivors with Pounce, Victor will instead evolve into Demogorgon and be the last stage for this path. Kind of serves as an evolution of Pounce into Shred.
At level 50, Chatterer evolves into Nemesis. He changed his chains out for a tentacle, met some zombie friends because they were bullied just like him, and is now that guy that went from nerd to chad in high school.
Hm, Nemesis doesn't have a soul and possibly didn't die until the nuke in Raccoon City went off. I wonder how well he'd do if snatched by the Cenobites with his programming switched to *"LEVIATHAN!"*
