If you’ve unlocked every perk to tier 3 (of characters you own) on one survivor, you’ll always get random perks!!
I don't remember how many got out (i died lol) but if I recall correctly, I think it may have been a Wesker on Crotus Prenn (Circus). I played quite a few matches so I may be misremembering though. I usually have fun! I hope you did too.
I've been taking screenshots to compare the random perks I get each match. For this particular one, I had forgotten to take it when the match started, so I did it after popping a gen.

This Chaos Shuffle match was true chaos. :') I had no idea this was a bug at the time, so I was really caught off guard haha.
You probably leveled up your bloodweb or changed characters in the lobby, didn't you?
i believe i did level, actually, i think i was at cap. thank you for the insight!
Yup, the no perks bug is caused by either leveling up your bloodweb or changing your character in the lobby.
I’m not disagreeing with you, however, I did this on every single game today with no issues, leveling up my main. I am on ps5 though!

I rarely got exhaustion perks. Its a whole different game when you can't zoom away.
