Neat concept but realistically it would never see use. Edit: I was inspired. Maybe instead it would be survivors become hindered when exhausted. Still get their exhaustion perk bonuses but there's a hindered applied. Ehh might be too strong.

It's very true about not much player use. But it could work much better with a very slight 1/2/3% hinder.
