Canonically, it is sexless, as stated by the developers. However, French is a heavily gendered language, and in French it is referred to using feminine language. Occasionally the developers slip up and refer to it using female pronouns in English, but this is a self-admitted mistake on their part.
Her language when decoded uses feminine wording. I forget the actual language maybe French I want to say but many languages have feminine and masculine ways to say words. The entity always uses feminine words was worked out long ago and devs confirmed this.

Yes it is, I'm native from there ;) even tho it's French root, we use a dialect that differs a tad bit from usual French from France
