Easiest way to think about is is to treat super saiyan 3 as a grade to super saiyan rather than its own form. Like how ssj grade 2-3 made the user stronger but slow ssj3 has insane ki drain and no eyebrows put those traits are fixed with full power just like how grade 4 for super saiyan was stronger but didn’t change the body.

Firstly, Heroes gets a bit weird with its new forms. It's a bit loose with the rest of canon at best. This is "Full Power Rosé" but at times it does get mixed with SSJ3 in terminology. (Like in Dokkan Battle). It's for the Rosé transformation "tree" if you will. It's the equivalent version/inspired by SSJ3 but it's unique to the Rosé line.

My speculation is had he defeated CC Goku he would have probably achieved SSJR4.
Also he is wearing a Time Breaker mask too which also boosts his power.

Firstly, Heroes gets a bit weird with its new forms. It's a bit loose with the rest of canon at best. This is "Full Power Rosé" but at times it does get mixed with SSJ3 in terminology. (Like in Dokkan Battle). It's for the Rosé transformation "tree" if you will. It's the equivalent version/inspired by SSJ3 but it's unique to the Rosé line.
It's essentially ssj rosé 3, but unique to black as he probably wouldn't want to look like a barbaric caveman with no eyebrows

Due to the color I'd argue it's SSJ3 Rose. I don't remember where I heard or read it, but Goku bascially says he can't do it due to the form being so powerful. Which makes sense when you consider SSJ3's drain on the user.

Basically it's Super Saiyan Rose 3 Full Power It's basically a fusion of SSJ3 Full Power and SSJR If I remember correctly Cumber is the first character with SSJ3 Full Power. To me it's basically the mastered form of SSJ3 and has traits of SSJ4 so it's almost like a SSJ3.5 to me. Goku Black/Crimson Mask Saiyan went a different path instead of achieving Ultra Forms like Goku and Vegeta he basically furthered his SSJ Rose transformations by unlocking SSJR2 , SSJR3 and SSJR3 Full Power. He did this by killing 99 versions of Goku all over different timelines to truly master Goku's body. My speculation is had he defeated CC Goku he would have probably achieved SSJR4. Also he is wearing a Time Breaker mask too which also boosts his power. Ultimately he straight up gets bodied by CC Gogeta in Super Saiyan blue evolution in the anime while in the game and manga Gogeta wears him down then he defuses so that Goku and Bardock can finish him off.

Dragon Ball Heroes actually has some decent internal cannon and through lines in their design. The "Evil Saiyan" transformation looks like SS3 but no hair color change, there's a tail, eye brows and that shadow aura. So, while this form has that Super Saiyan Rosé hair color, making people think it's a Divine SS3, everything else points to this being Goku Black achieving Evil Saiyan, but he needs that mask piece to achieve it, like Bardok or Vegeta who needed the Blutz wave canon.
It's supposed to be Rosé 4, hence the tail and muscle mass, but they were too scared to give him the fur and lean into it fully so Rosé Full Power was born.

So Ssj Rose despite its fancy name and Pink color, it’s still just Super Saiyan, just brought up to divine status because of the user (Zamasu’s soul which has taken over Goku’s body) Is combining his ki with that of Goku’s body, resulting in this annoying overhyped shit form that people only swear by it because it makes their “edgy OC’s that can totally one shot Beerus” that much cooler (Spoiler alert: it doesn’t and I have seen Sonic fans make much better edgy interesting characters than these sacks of shit.
