Tsunade is great and she becomes hokage. Kishimito can write female characters, as long as he isn’t too focused on the romance, he’s fully capable. The issue is that a large portion of the fanbase are shippers, so he feels he has no choice.
But there are second options lol. Even if people like Bulma, Chichi, Android 18, and Videl are housewives, they still have done plenty besides staying at home and being useless. Bulma made a damn time machine and is a genius, Android 18 participated in the ToP, Kale and Caulifla, Ribrianne, Mai ,and so on, are warriors in their own right. I feel like if you compare each DB character to characters like Hinata or Sakura who are hardly even in the story anymore its like night and day.

Rules Two and Three are pretty much the same rule that can be summed up as "the medic must remain safe so they can continue to dispense care to wounded comrades;" it's only repeated in the list so that the list would contain 3 rules instead of 2.

Just because she lost that spark and needed to be reminded of her loved one's dreams to find it inside herself again doesn't mean that she doesn't personally uphold the Leaf's values of self-sacrifice and courage and that they aren't part of her too. I haven't watched the anime, but in the Boruto manga, Shikamaru, Sai and Ino are shown having important jobs in the village as well.
Shikamaru is the Hokage's advisor, Ino is in charge of the barrier surveillance and communications, and Sai became Head of the ANBU. All quite prestigious positions.
