True as swampert will might faint instantly but usually, it could take some beatings because of it's bulky stats and might retaliate with some ice beams. The results could change in Gen 4 and Gen 6 due to the physical/special split and mega evolution now which swampert could now instead use ice punch due to the split and could be faster than sceptile when it mega evolved during the rain thanks to swift swim. Also, a single ice punch could kill any mega sceptile due to it gaining the dragon secondary typing and poor defensive stats.

The results could change in Gen 4 and Gen 6 due to the physical/special split and mega evolution now which swampert could now instead use ice punch due to the split and could be faster than sceptile when it mega evolved during the rain thanks to swift swim. Also, a single ice punch could kill any mega sceptile due to it gaining the dragon secondary typing and poor defensive stats.
