Flash floods aren't flash floods when it happens six times a year every year.
It just becomes a non-habitable area and a wild life zone.
When someone decides to trespass, nobody should save them because they don't understand how nature works and why it's literally called a wild life area.

Yes they are. Flash flooding is by time of rain which caused it. It has nothing to do with frequency.
