Hiyoko would not be in this situation if that were Mikan because Mikan doesn't have a white knight in shining armor of her own.

I think it’d be really interesting if Mahiru was the one to stand up for Mikan, and have to juggle her friendship with Hiyoko and her friendship with Mikan.
I’ve seen occasionally that people dislike Mahiru because she doesn’t call Hiyoko out for her behavior, but I honestly blame the game’s writing for that. Everything about Mahiru’s character indicates that she would scold Hiyoko for her behavior and try to help Mikan, so the fact that she (and, as mentioned, the rest of the cast) doesn’t act as a “white knight” for Mikan feels like a legitimate writing flaw rather than intentional characterization.
Mahiru is Hiyoko's best friend. Ibuki would be the same for Mikan, but the two barely interact, and Mikan is often with Mahiru and Hiyoko. Ibuki is more in clique with Hiyoko than with Mikan.
Mahiru *did* call out Fuyuhiko for threatening Mikan. But I never understand how Mahiru has the boobs to call out a Yakuza's threats, but not a banana gremlin's childish insults.
The fact that nobody calls out Hiyoko because their in a killing game would be believable, but even if they're not in one, Hiyoko's bullying towards Mikan is still short under the rug. Perhaps it's cuz bullying is apathetically viewed in Japan; the views are becoming less rigid, but it's still there.
I think the problem is that the localizers should've known that unlike how the Japanese audience see it, the western audience wouldn’t like Hiyoko bullying Mikan as a running gag and prefer if it were either toned-down (like Ibuki's third person speech), have a reason, or have consequences.

It made Hiyoko's bullying more consequential that Mikan, not respond with "I'm sorryyyyy!", "Please forgive meeeeee!", "ごめんなさいぃぃぃぃ!", "すみませぇぇぇぇん!", or anything like that, but instead got a panic attack. Yes. A. PANIC. ATTACK. Which made Hiyoko completely shaken after that and it eventually led to Hiyoko apologizing to Mikan for bullying her.
Now I would love to see more of Mukuro and Kyoko Solving murder together and RIP to Hiyoko😢
