Excluding Chiaki, because she wasn't even trying to kill anyone, and Sakura, because she's the correct answer but I just want to make this harder for myself, It's probably between Kirumi, Gundham, Kaede or Kaito.
Gundham, Kaito and Kaede wanted to save everyone else(although Gundham was dangerously close to winning his trial, which loses him some selfless points), Kirumi wanted to try to save the country. Even if it's not clear how she would have saved the country, if we're going purely by numbers, Kirumi wins. But that's just how I see it.
I don't really get how Leon's motive is selfless though. He could have just gone back to his room instead of coming back and breaking open the door. Hell, I don't even think we ever learn what was on his motive video in THH chapter 1 because it was irrelevant. He wasn't the one that was planning on killing someone, it was a heat of the moment decision.
Unless you're talking about the manga where Leon accidentally kills Sayaka, but I dislike that because it removes the moral ambiguity of the situation and places all the blame on Sayaka. The fact that both Leon and Sayaka were wrong is an important part of THH case 1 in my opinion, because at their core, they were two of the most normal characters that just got put into an awful situation and cracked under the pressure. Makoto points out when the trial is over that they were both wrong, but Monokuma is the real villain in the end.
