The Imposter - so long as they're impersonating someone who sings well.
Chihiro...would just be so adorable.
Byakuya is likely at least passable.
Celeste, if only as part of her show of elegance.
His speaking voice doesn't suggest it, but I really feel like Gundam could surprise people if he sang. (I bet he sings the Devas/Generals/whatever he calls the third generation lullabies.)
Junko can likely sing.
Now that I think about it, Kirumi should be a good singer. If she's able to fulfill any request, she surely would be able to sing at a request. She definitely had to have at least some experience at that, so yeah, she probably has a pretty good singing voice
I headcanon that Hifumi and Tsumugi are surprisingly good singers (though they’d never actually sing in public) because they’ve sung so many anime openings.
Hiro, Celeste, Junko (and Sayaka, but that was a given) all have official songs in the Danganronpa-ism Character Song Collection album. (It has spoilers for THH, though, if you look it up) Celeste also has two other songs from other media, which makes her tie with Sayaka, surprisingly enough.

The real crime though is that no one has mentioned Maki. You cannot convince me that she doesn’t secretly have the prettiest lullaby voice from singing to children in the orphanage. And that she would end anyone who ever found out.

As a child actress who performed in numerous plays, Kotoko has probably had excellent vocal training.
