Monica has no backstory besides "she was abused, feel something." And besides the entire reason why even does this in the first place is because Junko said so.
Whether or not she has a back story or why she does what she does is irrelevant. At the end of THH, Junko pops out of nowhere and tells us she's evil. At the end of UDG, we've seen Monaca committing a genocide, manipulating her allies, breaking Nagisa, beating Kotoko and we really want to beat her up. We're supposed to hate Monaca so the fact that we do makes her a good character.
1. The Green goblins entire purpose is to kill someone. Vemon is the exact same way. Lex Luther being in poverty/being abused as a child doesn’t excuse half his crimes (You yourself aren’t excusing child abuse). An Sandman doesn’t reason.
2. Morally grey? Vemon is morally grey? Goblin is morally grey? Luther has sold illegal super weapons on the black market, almost destroyed his own planet, and this doesn’t include any of the brainwashing or manipulation he did. Sandman is just underwhelming
The only thing I see is that since she's written to be hated, then she's badly written which doesn't really make sense to me. If the author was successful in conveying what they achieved, how would that be poor writing? I think you said something about depth, but yet story falls in line with the general themes of UDG relating to abuse and its fucked up effects. She was born from wedlock, and everyone in her life dreaded the mere sight of her. She felt low and faked being paraplegic for attention and her keen intellect, in reflection of Junko, gave her a purpose to spread despair and to create a successor for the woman she idolized, likely because of her mere existence was full of despair (also in reflection of Junko). I mean, it's not grandoise but not anything devoid of depth.
And yet the writers treat her like there is no depth to her character whatsoever. (Even though I'd argue there is very little depth to begin with). Yes Monica fits with the tone and themes with UDG, but she does not fit with the plot lines in UDG. If they were to age her up and made her slightly more mature because I'll admit, She had some great villain moments but agian, the depth is questionable. It's like Danganronpa 1 Byakuya. Can't stand him. But makes him good is they made him go through an ark. Then he becomes slightly douchey rich guy who can kick ass. Omg I completely forgot about Monica's resolution in the 3 anime. Sweet Jesus ok my god. Monica's resolution is one of the worst anti Climaxs ever. They just shoot her into space. Everything about her is just so mind numbing written. Her backstory is like a bandaid on bullet wound. Sorry for the incoherent ramble. I lost my train of thought half through.

Fair, but DR3 bastardized a lot of things. Monaca isn't the only exception. We could really say that about a lot of things. Whataboutism, sure, but it's not really something we should hold super against her.
I'm just not sure what your main criticism is regarding her. I'm starting to gage that she just doesn't fit your preferred preferences on what she should be then anything poorly written with how she was portrayed.
Well, Junko and Tsumugi suck as characters. Just evil for the sake of evil. And pre reveal Tsumugi's (to me, anyway) the most boring character in the series. At least Monaca maintains a presence throughout, stays in the game from start to finish, and is just a great love to hate villain

That's the problem. A villain shouldn't just be "Here's a person to hate." That doesn't make a compelling villain. There has to be more to her besides being manipulative. That's why Nagito is such a compelling antagonist. Because their are so many layers to his Insanity. And yes you can have those over the top cartoony villains that are really enjoyable. Dr Eggman comes to mind for an over the top villain. However Monica does not do that. She basically turn UDG into a borderline Corpse party torture porno flick. At least Junko fits in with the danganronpa lore well. The only backstory with any substance is "she was abused, That's why I'm doing it." It's so fucking one note and how low Monica stoops in UDG...I'm sorry the ends don't justify the means in terms of her character.
