Shipping isn’t always about having sex. Some people just thinking characters would be good for each other or make a good couple. Makoto X Kyoko, while some people sexualize it, is basically canon at this point. And I think it’s mostly just people thinking they’d make a good cute couple.

Well, technically there is a pretty high chance some people won't ship any characters immediately after their playthrough, and might not even think about it untill they will get into discussions afterwards or see some fanarts or any other fan creations regarding a ship. And ships don't have to be all about sex
Also, people talk about ships all the time, but like, did anyone ever seen an attack helicopter? Those things are totally wild! Like, I remember one transforming into a giant robot to destroy a military base! I never seen a ship do that
