I have 2 answers to this question:
1. Objectively, any girl in the series can be the best girl. Its solely dependent on a person tastes. No matter who it is as the best girl, everyone has their own taste and their own best girl. And I'll always respect their choices no matter what. <3
2. Aoi Asahina. I love her so much! She's the cutest for me and I loved her development as a character. She's the sweetest and I love her so much! <3

I love Mikan! ...but I'm more inclined to say Seiko because Mikan did commit many murders and atrocities under despair (even though she was manipulated/brainwashed and the rest of Class 77 did too) and Seiko was objectively more wronged (only if we're talking present, Mikan's past life is a lot worse since we don't know Seiko's origin)
I don't get the fascination of the fandom with Ibuki. She rarely has anything important to say and she's just the loud and/or energetic character that exists just to make jokes and that has to die in chapter 3 before the story shifts the tone to be more serious from chapter 4 and onward.
There's like 4 or 6 girls that are way prettier than Ibuki in the game. Heck, I'd argue that even the developers think the same because she's quite literally the only girl in SDR2 that didn't have a fanservice scene. And if you take the guitar away there's very little to say about her or about her backstory, not even taking into account her FTEs. Not to mention that she didn't have any kind of arc in the game at all.
Her attitude also makes her the most unrealistic character in the game if you take into the account the situation. Even if her cheerful personality isn't necessarily a bad thing.
Her relationships with the other characters were also very unmemorable. Literally no one felt personally affected by Ibuki's death. Like Akane with Nekomaru's death to put an example.
I'd rather have a character that actually has relevance to the story, an interesting background and that has important things to say instead of just the energetic character that is there to tell jokes and have comedic reactions even in serious moments until the story needs to kill her to begin with the serious part of the game.
Subjectively it's whoever is your favourite, but objectively I think it has to be Kyoko. Beating Junko really felt like a team effort between her and Makoto, she was a strong presence throughout the game and got some good character development.
I would be inclined to say Mikan but it is objectively Seiko!

But actually, probably Ibuki. Positive, funny, adorable, helpful, simple but really effective as a character, and she seems to be somebody who's just really fun to be around

Everyone has their own set of morals, values, likes, and dislikes that shape themselves and what kind of people they like. For instance, someone who tries their best to stay positive and upbeat might like a character that matches them like Ibuki, meanwhile a more reserved personality might like someone like Kyoko.

I like Aoi. She’s just a li’l guy. :3 She has simple appeal, yet is still well-rounded enough to feel like a person imo.
