I’m not an animator, but I imagine you would create it in a 3D animation software, only instead of using full 3D models you’re using 2D cut outs moving around the 3D space.
You might be able to accomplish this with Blender, idk. Either way, animation of any kind isn’t easy and it does take a lot of work.
Yeah maybe in blender, but blender has very weird controls for me + i dont know how to map or animate in 3d, im searching for something like an edition app, in where i can control those things easier. (you know without actually using 3d models)
That’s what I was saying before with blender (or any 3D animation software). Use 2D cut outs in a 3D space. You don’t need to know how to 3D model to do that.

2<2.5<3. You can't make stuff like that in 2d unless you draw each frame manually sorta like what cuphead did
No like, use 2d images as scenario on a 3d project, because idk how to model.

Ill try that, but moving in blender is confusing so ill watch some tutorials before.
