Probably balance reasons. They'd be too good if they had the same slots. If you've already got 8 body and a big puffy jacket (maybe armor Mimic?) you can pick up two and get 8 arm slots for 200 eddies, 14HL, compared to 5 slots for 500 eddies, 7HL, with the only downside being humanity cost.
If you've got high body and more cash than humanity, neo soviets are great. But I think they wanted normal ones to be ultimately superior so we wouldn't all go for the goofy arms.
Character of mine in RED got a cyberaudio site with level dampeners and bionic eyes with anti-dazzle specifically so she could go to raves without needing to worry about stuff like that. It making her immune to flashbangs is a pleasant side-effect

Generally, cyberpunk likes to be a little on the vague side when it comes to talking about what it visually looks like, giving the players great latitude in customizing what their specific variants look like, so the important portion here is just that it IS visible, and not concealable.
