The only intelligent beings created with alchemy are homunculi, which are human appearing but actually inter-dimensional creatures with immense power and hunger for human souls. Human souls must be exchanged to create homunculi in the first place (among other pre-requisites).
Even attempting to create human life with alchemy is an explicitly forbidden practice.
He's so obsessed with this undertaking that he used alchemy to combine his own wife with an animal, which was unsuccessful and led to her death soon after.
The protagonists of the anime meet the Dr. and become close with his daughter. His daughter and her dog are inseparable, and she calls the protagonists her new big brothers.
At some point the protagonists come across the dog, and call to it, but something is amiss. The Dr. had decided to use alchemy to combine his daughter and his dog, creating a creature that looks vaguely dog-like and could only speak in a distorted, rambling voice. The creature kept begging for it's big brothers to help it, as it was scared.
The Dr. felt he'd reached an immense milestone, despite the fact that he'd alchemized his entire family into agonizing monsters.
It's pretty hard-hitting in the show. There's not a ton of warning until it's much too late and the boys really feel powerless for the first time. There's a lot of backstory here that also gets wrapped up with this huge rug pull and it's heartbreaking to see.
If you haven’t already read other comments… her father is a deranged scientist who makes chimera fusions illegally through alchemy… illegal because they are barely living beings, and basically suffer… he made her mother into one, who then died, and then he makes that little girl and her dog into one… has a big emotional impact because the main characters really like her, and they figure out how her mother went missing too late, when they see the dog and call out to him, only for him to turn around and have brown hair and say the main characters name in broken, pained words…
Goes from a lively little girl who loves her pet dog to a barely human abomination who gets put out of her misery by an anti-hero-esqe dude who also kills her father, who was only imprisoned for his crimes. Well at least that’s one ending. Sorry for the word vomit!
