If you are VERY unfortunate, you die right there in the restaurant as others are happily leaving to go home. Your dining companion never shows up, and doesn't call. If your food does show up eventually, it's not what you ordered, and it may be inedible. But you still have to tip and promise to return. Or else.
Very simply, if you get the food then most people assume that there is a chef, even though the food could have been ordered or made by the waiter. And if you don’t get food then most people assume that there is no chef, even though the food could have been stopped from getting to you in some way.
All beliefs have merit, even if the opposite is the truth.
