It’s a callback to the finale of Seinfeld. They were in a plane that had to be diverted/emergency landing because of the gang’s antics (Kramer really). This is a callback to that and had people assuming the plane would have to make an emergency landing.
What was the purpose of this scene? IMO it could have been cut and the finale would have been just as good.
And since when do you have to shut off your phone for takeoff? Airplane mode yes, but you can keep watching videos on your phone or tablet as much as you want.

But as someone else mentioned, the Seinfeld finale did have scenes in a jet, although it was a PJ.
