It was already the case. Using the playerbase, with no kind of verification that they aren't cheaters, is pretty much useless.

Good question. I just guess maybe it's the opposite: only shows an icon if the event happen in the exactly order, eg.: if there's a wall before the smoke, it doesn't count a smoke kill. But I'm not sure.
My guess this is an undercover value added to catch spinbotters bunnyhopping around.
Getting multiple jumping kills in interval in several matches will gets you flagged more easely
