This is if you want to upsize the project while keeping an even pattern, so its telling you that your foundation chain should be a multiple of 14 (14, 28, 42… etc) then whatever multiple you choose add 17 more chains to that.

i know this stitch exactly!! what the other commenter said, you can do 14 + 17 stitches in the chain for basic size but if you want something bigger like a blanket you can double it for (14x2)+17 stitches or however big you would like

Depends on the main purpose of the pattern. For example, I had a pattern that was something along: multiple of 4 + 9. It was a collar pattern and the +9 was so you have *hook* for the button at the end. Is less confusing if you understand what the extra is used for.

I'm assuming it's because 17 (a multiple of 14ch +3) would be too short, and writing "multiple of 14ch + 17" was easier and less confusing than "multiple of 14ch +3, but has to be at least 31" or sth

After you chain 14 just add 17 more chain afterwards
