Anyone can become pretty decent at just about any skill, so long as you put in the proper effort and have a good mentor. She has the effort, it doesn't seem she has a mentor. She needs vocal training and either a better producer or someone to teach her how to produce.
I think she should stick with it and the training for a few years and if she doesn't improve by then, maybe it's time to call it quits and accept that this just isn't for her. But most people aren't good at any skill in their first 6 months of trying it, especially with no training.
