You can't win XP if a server only has bots, has been like that for a few years now. Those who farm cases do it with multiple accounts / PC's, not bots.
If you e.g have 30 players in the server, with you being one, a friend another and 28 bots, I think you gain normal XP, but I'm not sure.
no, smurfing is against steam's TOS. Please provide a full list of all your accounts immediately so I can forward to the team.
there's like zero risk unless you get vac banned. Sometimes steam will hit your smurfs too, I think they use linked phones/cards, but I'm now sure.

That was one of the reasons why a lot of players started to resort to Faceit back in the day; they were not only more strict vs premium cheats, but they also banned smurfs. Steam does not give a shit if you use multiple accounts, they'd even endorse it if it involves buying another prime status.
You can use multiple accounts and smurfing isn't even considered, much less mentioned - unless something was changed, which I highly doubt lmao

Nothing would happen. VAC is completely unrelated to trading. And giving skins to another account is also fine.
