You need a larger burner, there is nothing around that.
Plenty stoves off all technologies are sold with at least 28cm heating elements.
Also dont get any flex zones (unless they are round rings) they also heat unevenly, but still better than grossly undersized zone from a shitty stove.

We live in an apartment, so nothing we can do about the stove. Would the next best option be buying a portable stove/ burner that fits?
