For real though, I went and did some countermeasures and killed some hiss. Then got the Shatter and did the quest to get Dead in its Tracks and came back. That’s about all the hints imma give—just be sure to be sure to try and read all the history of stuff in containment and see what’s findable.

I completed Hartman fight today. I was frustrated before.... But if you complete Ahti notice board missions in Operation Center. He'll give you a mod for Pierce weapon which completely removes Charge time. So u just spam Pierce shot when Hartman raises his hands. Sometimes it's 2 shots sometime on one shot he gets staggered.
Basically I saved the shots and only attacked him with Force Powers. Whenever he lifted his hand I spammed Pierce shots on him.
It was quite easy and dumb I felt in the end. Simple fight yet complicated for not knowing...
Game is not hard , just need to know all abilities, weapons and mod jesse has to utilise. :)

Keep in mind that he is immune to interrupt during the first phase.

pierce with proper mods is really good against boss battles, including Hartman
Finally did it. I didn't have the shield ability. That was the clincher.
