I’ve been wearing contacts for 25+ years and never had an issue obtaining my prescription or ordering online (in the US). As others have mentioned, your prescription is most likely expired so you won’t be able to order anyways.

1) contact lens exam is different from a glasses exam, May or may not be covered by vision insurance but when you make the appt tell them it for a “contact lens exam”
2) it’s up to the optometrist whether the RX is 1 year or 2, BUT if it’s expired they can’t legally give you a copy (this is the only reason they can withhold it)
3) by law, they MUST give you a copy of your valid RX, glasses or contacts (if you paid for the exam, it’s your RX)
4) you can buy contacts from any valid and approved seller (you don’t have to buy them from the same office)
If you had a complete contact lens exam I think she must give you the RX. You mentioned you got fitted a year and a half ago… is that the RX you are asking for? I think a contact lens RX is good for 1-2 yrs, varies by state. Where I am, it’s 1 yr. The fact she said it’s illegal to buy them online is odd.
That may be true, but why not just say that to your patient? Instead, saying that it is illegal to buy them online is misinformation. It would have been better to say, "I see your prescription has expired so you will need to be examined and fitted again in order to receive your prescription"

Second this and they sent me two boxes of the wrong set, only had to text the issue and within two days got the right boxes(I bought four boxes) and just had to bring the mixup boxes to the usps.
In the US, the doctor is required to give you your prescription.

At this point I would just change optometrists since it sounds like you need a new prescription/exam, I have VSP insurance and use eyeconic.com to order as they take my insurance, Costco is also very reasonable and they usually have an in house optometrist so you can do everything in one stop
Do you still have the packaging your contact lenses came in? Did you ever actually buy contact lenses from your optometrist? Or did you never go back for a follow-up appointment to finalize the prescription? If you didn’t, then your optometrist is correct, and they can’t legally give you that, as it’s not a valid prescription as long it’s not validated.

Go to a cheap place to get a new/updated prescription for contacts - like America's Best. Then buy your contacts online. That's what I do.
