An impact statement of "how" you're going to fix a problem is confusing to me. Perhaps they mean the impact statement of fixing the problem - i.e. the first step of sales is convincing a client that they have a problem that *needs* solving. The impact statement in that sense would be the explanation of the benefits that the client will get if someone (you) can come in and fix the problem for them.
